I may be missing something, or maybe the information I'm finding online is incomplete or incorrect. The reason I thought WestMass ElderCare provided (or at least coordinated the arrangements for) Home Health Aide services is because I have seen this information from various sources. For example, this is currently online at the MassResources.org website:
You will receive from the Adult Family Care agency:
Careful screening and training of your host family
Case management and service coordination
Periodic visits by social workers and registered nurses to monitor medical conditions, evaluate caregiver services, and offer support and training
24-hour coverage for emergencies
Up to two days a week of Adult Day Health services (if approved)
Eight hours a week of Home Health Aide services (if approved)
At one time similar information was on the MassHealth website, but if I understand you correctly, then this information is out-of-date and WestMass ElderCare no longer provides Home Health Aide services, (or only when the insured is 60 or older). Or are you saying that you know MassHealth will not approve it?
Services outside of the home at this time would not go very well. Although occasional in-home visits could go either way. I imagine there would be some resistance at first, but that eventually it could actually be beneficial.
In any case, we'll be seeing you this coming Monday and can discuss things more at that time.

Just a quick reply–the old guidelines used to say that a person could get 2 days of Adult Day Health or 8 hours of HHA. That is now incorrect. A person can actually get 5 days of Adult Day Health/week and if ******** were interested we could pursue that however, there is no allowance for a PCA unless ******** were 60 or over. We can talk more about it later today.

According to the information located on the http://www.MassResources.org, it outlines various in-home service options for elders, including Adult Family Care. The site also discusses the Massachusetts Home Care Program, under which the services you refer to can be authorized for eligible consumers. WestMass could authorize Home Health services, if appropriate, to consumers 60 years of age or older. Whether the consumer would contribute a co-payment would depend on his/her financial status and/or MassHealth eligibility. Although Home Health Aide is not explicitly cited in the Services section, it would be considered as an option for Personal care, which is cited.
