Executive Office of Health and Human Services,

I am seeking information regarding a grave and urgent matter. I have been a caregiver in the Adult Foster Care program since Spring of 2001. In that time there has not been a single increase in the Level I payment rate. Not even one COLA.

In 2001 the yearly stipend was 80.7% of the FPL, it is now 67.9% of the FPL.

I have minimized my expenses, including giving up those necessary to maintain property value and health. Assets have long been depleted and I am dependent on assistance from as many entitlement programs as are available. Because the AFC program does not provide an opportunity for me to acquire additional income, an increase in the Level I payment rate will soon become critical for my being able to continue in the program so as to keep the client from again becoming homeless or institutionalized.

When will an increase occur and how much will it be?

    I inquired last week regarding AFC Level I payment rates, but have yet to receive a reply. Please forgive me if I am being a bit impatient, but this is urgent, and I do not know if I merely need to wait longer for a reply or if there was a problem with your feedback form.

    Good Afternoon, I have reviewed your question regarding payment rates for Adult Foster Care providers and Caregivers. MassHealth recently revised its regulations governing Adult Foster Care on February 1, 2007. Part of this revision included language requiring AFC providers to submit cost reports to the Division of Health Care Finance and Policy which are due by 11/30/07. Our goal is to analyze these reports and begin setting rates that are more reflective of the costs as reported. I hope this is helpful.
