While checking the log files for errors found by the Error Reporting plugin, I've noticed E_WARNING errors from failed pings. I'll admit, my ping list is a rather haphazard conglomerate of sites that I've put together from various sources. From time to time one or more of the sites would repeatedly turn up in the log files, and upon investigation I would discover that the site was no longer active and remove it from my ping list.
I thought it would be nice to have these specific ping errors display in a dashboard widget. So I added the feature to the Error Reporting plugin. But I also thought it would be a good idea to offer the feature as a stand-alone plugin. Hence the Ping Watcher plugin. The 2 plugins are not compatible and both can not be activated at the same time, so WordPress bloggers can now have this feature with or without extended error reports.
